Welcome to the middle of nowhere. The town of Roads End was named exactly for the reasons you expect - it's the end of a line that leads no place special. Roads End is a small community of rural folk who have spent their whole life living out in the country. The town has a very small local industry as the majority of citizens either working as farmers, or travel for work elsewhere in the country.
Since the war began Coalition Forces have took up a presence in this small town. The geographical location makes it somewhat useful as a central point for supporting other, more tenuously positioned outposts - either as a step in long logistical chain or to provide assistance to nearby Combat Outposts, such as COP Burnet.
The Coalitions stated goal in Roads End is to win hearts and minds, but the tight control on the community has begun to raise temperatures to a boil. Continuous raids of supply routes and attacks of Coalition patrols mean civilians have lost the privilege to travel outside of their communities, even if that is their sole source of income. A zero tolerance curfew has recently been imposed, where someone caught outdoors after dark is treated as a hostile combatant. Every person in the town knows someone who has either been killed, or has been unable to support themselves, as a consequence of this policy - and now everyone is stuck in town, unable to leave or visit family.
OPERATION DEAD END is an event that can be summarized by breaking it up into two parts. DEAD END begins as an event with high levels of roleplay - Civilians and Coalition forces interact through the mundane day to day life of the town. Civilians will shop, socialize and move through the town while Coalition Forces are there to keep the peace and aggressively discourage any Insurgent activity. As night begins to fall and Curfew takes effect, DEAD END becomes a more traditional Force on Force affair as the two sides fight throughout the town and the connecting forest.
Every Civilian will be given one life for the first portion of the game, denoted by having a valid Government Issued ID, also known as a G-ID. Having a valid G-ID grants freedom of movement into and around the town. As a standing order from Coalition command, any civilian carrying a valid G-ID and not engaged in any suspicious activity must not be needlessly detained or harassed. A Civilian carrying a G-ID who has been successfully taken into custody, or has died for any reason, will lose their G-ID and can no longer spawn as an Civilian.
Civilian players are also Insurgent players, and can choose to instead spawn as an Insurgent. Insurgents do not have any Government Issued Identification. Other than that, they are exactly the same as a Civilian, using the same spawn points and operating under all the same rules. They are the same team. There are no restrictions on what a Civilian or Insurgent can or cannot spawn with - a Civilian may choose to spawn with their ID and attempt to smuggle weapons into town, however it would be unwise. The main difference between a Civilian and an Insurgent is that your life as a Civilian is given formal identification that allows you unrestricted access to most parts of Roads End during the day.
Coalition Forces will be operating under strict ROE (Rules of Engagement) and COC (Codes of Conduct) during the peace keeping portion of the phase. Civilians are not to be considered the enemy and are not to be needlessly harassed. This means within the Commercial District civilians are not to be detained or searched without justification or approval from command. Any Civilian with a valid G-ID will be permitted to pass any checkpoints or patrol, however outside of the Commercial District these individuals may be searched for weapons. Strict adherence to these rules will keep the Civilian population on their side and not empower the Insurgent forces.
OPERATION DEAD END is a Counter Insurgency Operation where the Civilian team will use their privileges as Civilians to collect intel on objectives (such as location of key items), and make decisions as to when and how to act on them. Completed objectives will either assist the Insurgents or hinder the Coalitions abilities in some way. Insurgents will be able to acquire more tourniquets, access more ammunition, and unlock numerous permanent spawn points to be used throughout the remainder of the event. More importantly, civilians also are there just to live their lives, engaging in roleplay, operating stores, having social gathering and otherwise just trying to live normal lives.
Coalition Forces are tasked with keeping order. The Coalition will maintain presence within the town and prevent Insurgent activity that would either disrupt peace keeping operations or that would aid resistance fighters. Every civilian death at the hands of Coalition forces (or through negligence) will empower the local population and push them further towards rebellion. The Coalitions role is that of humanitarians, and allowing these Civilians to live their lives and be healthy will make recruitment of the Insurgents that much harder.
Coalition Forces will operate out of Outpost Harris. OP Harris will be positioned within the playable space of the event and will be required to maintain security of the Outpost from Insurgent activity. Coalition Forces stationed at OP Harris will also be required to keep a presence within and around the town of Roads End, stomping out Insurgent activity wherever it may be found. This means protecting assets within the base as well as inside and around the town of Roads End. Checkpoints can be established to discourage the flow of contraband in and around the town. Patrols are to be conducted to maintain order and keep these objectives safe will compromise operations in the area.
OPERATION DEAD END is a hybrid event where the first portion of the game will rely heavily on roleplay and interaction between players on both sides. Fighting will be sparse with very little direct action going on - what fighting does take place during this portion will be violent and quick. Civilians are encouraged to spend significant portions of time living their lives, finding out what job they would like to have in town, and enjoy what little time they are allowed outside of their own houses as much as possible. After Curfew takes effect, DEAD END will be much more traditional force on force affair, with drawn out asymmetrical warfare conducted between the Coalition Forces stationed within the playable space and an Insurgent presence that can come from multiple directions.

You want to spend a bit of time roleplaying with other players
You want to take on the role of a Civilian in an occupied town, such as opening a store or selling food
You want to take on the role of a Soldier trying to maintain order and keep a tenuous peace with the local population

You want to cooperate and organize as a team to complete complex objectives with difficult goals
You want to play an event that will start off extremely slow and build up to an explosive conclusion
You are okay with the idea of you or your personal property having physical contact with other players
You should not sign up for Operation Dead End if:
You have no interest in role playing or taking on the role of a civilian
You want an event where you can pull the trigger all day
You want clear and concise objectives like "Capture that Flag" or "Take this object over there"
You do not want to work closely with your team to complete objectives
You don't want to make decisions as to what to wear, what to carry on your person, or what to do in order to play the game properly

OPERATION DEAD END will be operating off an extensive EVENT SPECIFIC RULESET that lists the specific mechanics of how Civilian/Insurgents will operate in the game. Full details of these mechanics will be provided throughout the month of March. The main details below are;
Civilians can choose to spawn with, or without, their G-ID
Dying with their G-ID means that item is destroyed and can no longer be used
Dying without your G-ID (ie, you left it at spawn and did not take it in with you) does not cause you to lose that G-ID
A Civilian in possession of their G-ID that has been taken successfully taken into Custody and verified by OP4S Staff at OP Harris will have their G-ID destroyed
Civilian destruction of G-ID means that individual can no longer spawn with that G-ID
Civilians can choose to spawn with or without weapons, radios, etc - whether or not they spawn with their G-ID
A Civilians G-ID is tied to their name but is not a photographed identification
Civilians will begin the game with limited ability to carry ammunition, few tourniquets and fewer spawn points. These items can be unlocked throughout the game, giving more options and flexibility to civilians
Every unjustified civilian death will empower Insurgents, providing them with more medical supplies, tourniquets, spawn points and resources. "Doing the whole village" could mean Insurgents end up with 6 tourniquets each player.
A justified civilian death, such as one of them pulled a firearm and began shooting, does not empower the Insurgents.
Civilians will have a central Spawn Point out of play that is used for logistical and organization purposes, that will provide updates on important key gameplay elements (ie, if a new spawn point is unlocked)
Lastly, and most importantly,
Unattended Civilian Contraband found in the field is not to be moved or taken by Coalition Forces players. OP4S Staff will be operating an EOD Unit to retrieve any unattended or found contraband located in the field.
EOD will be available and connected to Coalition Command to retrieve these items and return them to their civilian players
For the Coalition, they will be operating off a much more standard ruleset. They will have a central, permanent Command Post that is in play for the duration of the event.
Coalition Forces will have access to vehicles. Ruleset to follow.
All players will be operating off a 5 Minute Bleedout Timer. Tourniquets and Saline are in play.
Searching rules and Capturing Players are in play
Operation Dead End features two playable teams, the Coalition Forces and the Civilian / Insurgent Faction.
The Coalition Forces are a combined United States and Canadian military entity operating as one single unit. The Coalition is stationed within OP Harris, located within the playable space and is exposed to potential incursion by Insurgent forces. The Coalition Forces is permitted to have 2 vehicles registered for OP DEAD END. Camouflaging for the Coalition Forces is restricted to 21st Century Canadian or American military patterns - these patterns are explicitly listed on the registration page and are the only patterns approved for use for this faction. If you do not have the required camouflage necessary to play this team, do not register for this event.
The Civilian / Insurgent Faction are a group of the local population living within the town. These town people lead normal, everyday lives in the town but the oppressive policies of the Coalition are radicalizing more and more civilians to resist their occupation. Not every action supporting the Insurgency is that of direct violence and action, Civilians can engage in reconnaisance, provide material or informational aid to the Insurgents, and otherwise access places as an unsuspecting civilian that an armed combatant would be unable to reach. This team is encouraged to embrace the role of Civilian during the starting phase of the event, hanging out and relaxing with other players in town. After Curfew is called and all law abiding civilians have returned to their homes, the only players left within the playable space are Insurgents seeking to combat the Coalitions presence.
